Numerous authors have expressed concern that advanced artificial intelligence (AI) poses an existential risk to humanity. These authors argue that we might build AI which is vastly intellectually superior to humans (a ‘superintelligence’), and which optimizes for goals that strike us as morally bad, or even irrational. Thus, this argument assumes that a superintelligence might have morally bad goals. However, according to some views, a superintelligence necessarily has morally adequate goals. This might be the case either because abilities for moral (...) reasoning and intelligence mutually depend on each other, or because moral realism and moral internalism are true. I argue that the former argument misconstrues the view that intelligence and goals are independent, and that the latter argument misunderstands the implications of moral internalism. Moreover, the current state of AI research provides additional reasons to think that a superintelligence could have bad goals. (shrink)

According to an orthodox view, the capacity for conscious experience (sentience) is relevant to the distribution of moral status and value. However, physicalism about consciousness might threaten the normative relevance of sentience. According to the indeterminacy argument, sentience is metaphysically indeterminate while indeterminacy of sentience is incompatible with its normative relevance. According to the introspective argument (by François Kammerer), the unreliability of our conscious introspection undercuts the justification for belief in the normative relevance of consciousness. I defend the normative relevance (...) of sentience against these objections. First, I demonstrate that physicalists only have to concede a limited amount of indeterminacy of sentience. This moderate indeterminacy is in harmony with the role of sentience in determining moral status. Second, I argue that physicalism gives us no reason to expect that introspection is unreliable with respect to the normative relevance of consciousness. (shrink)

Which artificial intelligence (AI) systems are agents? To answer this question, I propose a multidimensional account of agency. According to this account, a system's agency profile is jointly determined by its level of goal-directedness and autonomy as well as is abilities for directly impacting the surrounding world, long-term planning and acting for reasons. Rooted in extant theories of agency, this account enables fine-grained, nuanced comparative characterizations of artificial agency. I show that this account has multiple important virtues and is more (...) informative than alternatives. More speculatively, it may help to illuminate two important emerging questions in AI ethics: 1. Can agency contribute to the moral status of non-human beings, and how? 2. Which animals have conscious experiences? Many different, diverse and unrelated behaviors and cognitive capacities have been proposed as tests of the presence of consciousness in an animal. It is unclear which of these tests, if any, are valid. To remedy this problem, I develop a list consisting of eight desiderata which can be used to assess putative tests of animal consciousness. These desiderata are based either on detailed analogies between consciousness-linked human behavior and non-human behavior, on theories of consciousness or (...) on methods from human consciousness science. If a test or set of tests satisfies more of these desiderata, passing it provides stronger evidence of consciousness. Moreover, one can design future tests of animal consciousness with the intention of satisfying these desiderata to ensure their evidential strength. (shrink)

The reviewed book, titled “The Making of Contemporary Indian Philosophy Krishnachandra Bhattacharyya” (Raveh, D., & Coquereau-Saouma, E. (Eds.). 2023) (the/this book hereafter), edited by Daniel Raveh and Elise Coquereau-Saouma, is part of the Routledge Hindu Studies Series in collaboration with the Oxford Centre for Hindu Studies. This series aims to foster dialogue between Hindu traditions and modern research trends. The editors deserve commendation for adding value to the series and contributing significantly to debates in Indian philosophy, particularly regarding Krishnachandra Bhattacharyya’s (...) philosophy (KCB thereafter). This book brings together scholars who have carefully looked at KCB’s big ideas, giving us clear and deep insights into his philosophy. This review carefully examines each chapter, simplifying the book’s content and ensuring that no significant details are overlooked. Our aim is to motivate readers to delve into KCB’s broader body of work and, more specifically, this book, which greatly enriches our understanding of his worldview. In harmony with the book’s flow, we delve into the current trends in Indian philosophy, giving special attention to situating KCB’s philosophy within this context, as discussed by the contributors. Additionally, we seek to clarify any misunderstandings surrounding this field, aiding aspiring researchers in tackling the intricate intellectual challenges within modern Indian philosophy—an endeavor certainly worth pursuing. Although scientific studies have focused on out-of-body experiences (OBEs) and near-death experiences (NDEs), there is scant evidence to support the claim that consciousness survives death. Many speculative theories state that consciousness moves through various afterlife realities. Tantalizing clues are found in world religion, esoteric philosophy, extrasensory perception, hypnotic regression, and scientific experimentation. At the present time, there is an abundance of theoretical scholarly discourse on the topic of “survival.” (...) Scott Goble proposes a new philosophical foundation for music education in the United States based on the theory of semiotics by American pragmatist Charles Sanders Peirce. Following a brief summary, I will note several merits in Goble's book before sketching (...) four recommendations for future editions.In Chapter One, Goble notes how the inclusion of non-Western musics in the public schools as espoused in the 1967 Tanglewood Declaration has raised two crucial questions: "Whose music should be included in the curriculum?" and "What is the role or social importance of public school music education in the United States as a postmodern society?" Noting that music education was established in the United States during the modern era, and that the Tanglewood Declaration did not account for vast differences in beliefs about music, Goble argues that there is a need to establish a new philosophical foundation that can accommodate the varied beliefs and practices of diverse cultural groups in postmodern United States.In Chapter Two, Goble sketches and critiques five cultural anthropologists. Of the five, he singles out Clifford Geertz's conception of culture as "semiotic [End Page 201] webs" (p. 20) as the conceptual foundation that is appropriate for this study. He then links Geertz's notion of culture to the semiotic theory of C. S. Peirce which is to become the theoretical underpinning of the book. Subsequently, he unpacks many key Peircian themes: human conceptions are maintained not individually but collectively in cultural groups, provisional truth (as opposed to absolute Truth) is relative and dependent on conceptions of communities, and the scientific method is the sole mode of inquiry by which people in communities may use to satisfy their doubts to formulate beliefs. Most importantly, Goble expounds the "pragmatic maxim" that since humans live in communities united by common beliefs, "the 'clear' meaning of an idea held by a member of the community will almost inevitably stem from the beliefs—or ways of understanding—held by members of that community" (p. 30). Goble concludes the chapter by presenting the Peircian semiotic system of cognition which posits that a "sign" is conceptualized in a triadic relationship: the Sign or "Firstness," the Object or "Secondness," and the Interpretant or "Thirdness" (p. 33).In Chapter Three, Goble considers how music is a sign based on the theoretical framework laid in Chapter Two. Drawing on the work of ethnomusicologists, anthropologists, psychiatrists, and a neuroscientist, he formulates a Peircian pragmatic approach to musical practices which posits that "the musical practices of different cultural communities represent a diverse cluster of community-specific ritualized behaviors involving sound" (p. 252). Furthermore, each of the musical practices "serves those persons who meaningfully participate in it as a means of psychophysiological, psychosocial, and/or sociopolitical equilibration relative to the worldview—or ordered conception of Reality—they tacitly share" (p. 252). Sensorimotor enactivism is the view that the content and the sensory modality of perceptual experience are determined by implicit knowledge of lawful regularities between bodily movements and patterns of sensory stimulation. A proponent of the explanatory argument for sensorimotor enactivism holds that this view is able to provide an intelligible explanation for why certain material realizers give rise to certain perceptual experiences, while rival accounts cannot close this “explanatory gap”. However, I argue that the notion of the “material realizer” of (...) perceptual experience is ambiguous. On a narrow construal, the explanatory gap cannot be bridged, not even by enactivism. On a wide construal, enactivism gets a grip on the explanatory gap, but to the same extent do established theories of consciousness. Thus, on both horns of the dilemma, the explanatory power of enactivism is not superior to more traditional theories of conscious experience. (shrink)

The linguist naturally divides scientific activity into two phases: the scientist performs “handling” actions and utters speech. The speech-forms which the scientist utters are peculiar both in their form and in their effect upon hearers.

Over the past 2500 years, the concept of free will has been debated by some of the most brilliant minds in ancient and modern history. This paper discusses landmark theories by five well-known philosophers. There are several definitions of free-will. Sometimes, it is described as an innate characteristic possessed by human beings. In juxtaposition, causal determinism states that free will is limited or does not exist. Philosophical arguments are presented by: Plato, Hobbes, Hume, Leibniz, and Hegel. Plato offers a dual (...) theory offering limited support for free will. Leibnitz includes theological tenets to make the case for predetermined outcomes. Hobbes and Hume contend that moral beliefs and ethical standards are conditions that support causal determinism. Hegel’s treatise on “freeing of the Will” aligns with Taoist philosophy and links the evolution of the universe to human spiritual development toward self-realization. (shrink)

One recently proposed solution to the Liar paradox is the contextual theory of truth. Tyler Burge (1979) argues that truth is an indexical notion and that the extension of the truth predicate shifts during Liar reasoning. A Liar sentence might be true in one context and false in another. To many, contextualism seems to capture our pre-theoretic intuitions about the semantic paradoxes; this is especially due to its reliance on the so-called Revenge phenomenon. I, however, show that Super-Liar sentences (where (...) a Super-Liar sentence is a sentence which says of itself that it is not true in any context) generate a significant problem for Burge’s contextual theory of truth. Jus post Bellum is, like Jus ad Bellum and Jus in Bello, a part of just war theory. Jus post Bellum is distinguished from the other parts of just war theory by being primarily concerned with the principles necessary for securing a just and lasting peace after the end of a war. Traditionally, jus post bellum has focused primarily on three goals: [1] compensating those who have been the victims of unjust aggression, while respecting the rights of the aggressors, [2] (...) punishing and rehabilitating those guilty of war crimes and other violations of the principles of Jus ad Bellum and Jus in Bello and [3] developing measures that will prevent future war and violence (Orend 2000 and May 2012). In this chapter, I outline an account of political forgiveness and explain the role that political forgiveness can have in promoting the goals of jus post bellum. My conception of political forgiveness requires some unpacking. Let me begin with individual forgiveness, which I understand along familiar Butlerian lines as the renunciation of resentment (Butler, Sermon IX in McNaughton 2017: 75-83), though with a bit of a twist. More exactly, ● An individual, I, forgives J for doing F if and only if I renounces all her own warrant for resenting J for doing F. Resentment is a judgment-sensitive attitude, and, therefore, it tends to track judgments concerning its warrant (Scanlon 1998: 20 and Smith 2015). In cases of perfect forgiveness, I’s renunciation causes her to cease feeling resentment toward J for doing F, though, of course, less perfect cases are possible. I reject the idea that there is a sharp discontinuity between individual and political forgiveness, a position argued for by, e.g., Peter Digeser (1998 and 2001). By contrast, I understand political forgiveness as the renunciation of resentment by the relevant political body in question. With greater precision, ● A sovereign political body, P, forgives J for doing F if and only if P renounces all warrant that its citizens have for resenting, as part of their public lives, J for doing F. A little more explanation is in order. Sovereign political bodies, such as national governments, claim degrees of control over the lives of their citizens, in both their public and their private aspects, though the claims with respect to the former tend to be considerably more expansive than the claims with respect to the latter. I assume here that, at least in the case of legitimate governments, these claims of control are often valid. Such governments may reasonably renounce certain grounds for motivating action in the public sphere. For example, governments may renounce all warrant that its citizens have, as part of their public lives, for hating members of marginalized groups. In practice, this means that, while citizens might continue to act in their private lives out of hatred for members of these groups, their appeal to this hatred is seen by the state as irrelevant to matters of law and public policy as well as being wholly out-of-place in public discourse. Political forgiveness toward J for doing F, as I understand it, involves an analogous rejection of resentment, on the part of citizens in their public lives, toward J for doing F. I turn now to the matter of how political forgiveness supports securing a just and lasting peace between former belligerents. With respect to the first goal of jus post bellum, political forgiveness helps to balance compensation for victims and respect for the rights of defeated aggressors by countering the all-too-human tendency to overvalue harms done to oneself and to members of one’s group. As regards the second goal, political forgiveness plays a similar role but also provides a model for rehabilitation by exemplifying among the victorious the behavior to be emulated by the vanquished. Finally, political forgiveness promotes the third goal of jus post bellum by providing a space for nations to meet as moral equals rather than allowing one nation to have the moral high ground over the other. None of this, of course, means that political forgiveness should be unearned or that it should be confused with condonation (Kolnai 1973 and Pettigrove 2004). However, the question of what is required to put oneself in a position to be forgiven as part of jus post bellum is a matter that goes beyond the scope of this chapter. (shrink)

Many similarities and correspondences are found in Jewish mysticism (Kabbalah) and Hindu mysticism (Vedanta-Advaita). In both traditions, the ultimate goal is to experience communion with a Divine Source. To reach this level of transcendence, each system speaks of an individualized soul with three characteristics that merge with a Godhead. Through deep meditative practices, the soul experiences a divine influx of the Infinite. The Hindu Upanishads and the Jewish Zohar speak of similar methodologies for achieving a mystical experience. Vedantin Adi Shankara (...) and Kabbalist Abraham Abulafia created esoteric systems for advancing mystical practices. Additionally, metaphysical beliefs on Being and Non-Being are comparable in both traditions. The cyclical nature of universes and transmigration of souls offer a unified theory of microcosm and macrocosm. Throughout the centuries, spiritual leaders contributed new knowledge to cosmology, esoteric interpretations, and daily practices for attaining higher consciousness. The contextual evolution of Vedanta and Kabbalah has been corroborated and finds support in modern scholarly discourse. Conclusions are offered on the benefits of mystical experiences including assimilation of wisdom, achieving transcendence, and living in a continual state of illumination. (shrink)

Many individuals have experienced a transformation of their spirituality after a near-death experience (NDE). Some of these near-death experiencers (NDErs) have reported an incongruous spiritual experience (ISE) during their NDEs. An incongruous spiritual experience occurs when NDErs perceive certain communications and/or visions that are incompatible or inconsistent with their previous religious/spiritual beliefs. In the present study the researcher examined NDE and ISE-related phenomena utilizing the qualitative techniques of heuristic analysis. An initial pool of 84 survey participants completed Greyson's NDE Scale (...) and a questionnaire developed by the researcher to measure various elements of an incongruous spiritual experience. Subsequently, eight participants were interviewed utilizing Moustakas's heuristic analysis to investigate their NDE/ISE-related experiences. The results indicated that each participant altered or changed their religious/spiritual beliefs after coping with varying intensities of cognitive dissonance. Therefore, it was concluded that the participants' reports of incongruous elements during their NDEs were spiritually transformative. (shrink)

The paper, Some Indigenous Solutions to African Environmental Problems: An Appraisal, is written to examine the relevance of African Environmental Philosophies to addressing African environmental problems. African environmental problems include: water pollution, air pollution, land pollution, climate change, flood and many more. Researchers have shown that these problems are caused by phenomena like coal mining, nuclear waste, deforestation, overfishing, wars, etc. It is a known fact that attempts have been made over the years to resolve these problems, with pockets of (...) successes, yet more needs to be done. Nigeria’s Niger Delta Development Commission, Kenya’s Bio-safty Act 2009, The National Environment Policy of Ghana, Oil Pipeline Act 2004, Nuclear Safety and Radiation Protection Act 2004 are a good example of such attempts with pockets of successes and challenges. This work uses the methods of rational speculation and critical analysis to examine aboriginal approaches to resolving African environmental challenges as recorded in Mark Omorovie Ikeke’s Philosophical Consciences, Caroline N. Mbonu’s Ecospiritualism, Thaddeus Metz’s Model Relationalism, and Chimakonam Jonathan Okeke’s Ohanifism. This work charged African environmental policymakers, Lecturers, and Students with the responsibility to understand and apply the theoretical foundation for sustainable living as recorded in the above philosophies. This is the time when Africans must use indigenous African methods and principles to proffer solutions to African environmental problems. (shrink)

Building on recent formal work by Aleks Knoks, we explore how the idea that certain epistemic norms may be indeterminate could be implemented in a default logic.

Recent debates between proponents of the modern evolutionary synthesis (the standard model in evolutionary biology) and those of a possible extended synthesis are a good example of the fascinating tangle among empirical, theoretical, and conceptual or philosophical matters that is the practice of evolutionary biology. In this essay, we briefly discuss two case studies from this debate, highlighting the relevance of philosophical thinking to evolutionary biologists in the hope of spurring further constructive cross-pollination between the two fields.

Recently, a number of cases have been proposed which seem to show that – contrary to widely held opinion – a subject can inferentially come to know some proposition p from an inference which relies on a false belief q which is essential. The standard response to these cases is to insist that there is really an additional true belief in the vicinity, making the false belief inessential. Philosophy has been a public endeavor since its origins in ancient Greece, India, and China. However, recent years have seen the development of a new type of public philosophy conducted by both academics and non- professionals. The new public philosophy manifests itself in a range of modalities, from the publication of magazines and books for the general public to a variety of initiatives that exploit the power and flexibility of social networks and new media. In this paper we examine the (...) phenomenon of public philosophy in its several facets, and investigate whether and in what sense it is itself a mix of philosophical practice and teaching. We conclude with a number of suggestions to academic colleagues on why and how to foster further growth of public philosophy for the benefit of society at large and of the discipline itself. The paper Ethical Issues in Arms Technology is written to highlight and explain some ethical issues in arms production. These issues include the act of innovation; issues with weapons of mass destruction, the issue of privacy; humanizing arms technology, artificial intelligence – military killer robots, etc. The paper advocated for a critical evaluation of the structural and potential nature of arms before they are mass-produced. We need to ask and address all possible moral questions at research level rather than wait (...) for the technologies to be developed and sent to the market place. The research employed the methods of rational speculation, critical analysis, evaluation, and prescription to call for ethical assessment of all arms before they are made available to the markets. This paper advocate for a stop on the production of any arms technology that will destroy the relationship between man and his environment. Scientists and arms researchers should give ethics a stool the heart of their research and production. Before production, every arms technology template must be ethically worthy before consideration is made to mass-produce them. With this new development, we shall eradicate the production of non-human value-adding arms from our world. Humanity does not need everything. We should accept and produce only what we need. Ned Markosian has recently defended a new theory of composition, which he calls regionalism : some material objects xx compose something if and only if there is a material object located at the fusion of the locations of xx. Markosian argues that regionalism follows from what he calls the subregion theory of parthood. Korman and Carmichael agree. We provide countermodels to show that regionalism does not follow from, even together with fourteen potentially implicit background principles. We then show that regionalism (...) does follow from five of those background principles together with and two additional principles connecting parthood and location, which we call and. While the additional principles are not uncontroversial, our conjecture is that many will find them attractive. : New genetic technologies continue to emerge that allow us to control the genetic endowment of future children. Increasingly the claim is made that it is morally "irresponsible" for parents to fail to use such technologies when they know their possible children are at risk for a serious genetic disorder. We believe such charges are often unwarranted. Our goal in this article is to offer a careful conceptual analysis of the language of irresponsibility in an effort to encourage more care (...) in its use. Two of our more important sub-claims are: A fair judgment of genetic irresponsibility necessarily requires a thick background description of the specific reproductive choice; and there is no necessary connection between an act's being morally wrong and its being irresponsible. Hence man must live with others in society in order to make use of them both materially and morally. So from the moment society arises out of necessity of meeting the needs of man, the members which make up society must be organised into different (...) classes according to the diversity of works to be performed. This paper examines the Plato’s ideal state and criticisms of democracy and tries to prove that it is relevant in Nigeria’s present democratic scenario. The UN Convention against Torture defines torture as “any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person” by someone acting in an official capacity for purposes such as obtaining a confession or punishing or intimidating that person.1 It is unethical for healthcare professionals to participate in torture, including any use of medical knowledge or skill to facilitate torture or allow it to continue, or to be present during torture.2-7 Yet medical participation (...) in torture has taken place throughout the world and was a prominent feature of the US interrogation practice in military and Central Intelligence Agency (CIA) detention facilities in the years after the attacks of 11 September 2001.8-11 Little attention has been paid, however, to how a regime of torture affects the ability of health professionals to meet their obligations regarding routine clinical care for detainees. -/- The 2016 release of previously classified portions of guideline from the CIA regarding medical practice in its secret detention facilities sheds light on that question. These show that the CIA instructed healthcare professions to subordinate their fundamental ethical obligations regarding professional standards of care to further the objectives of the torturers. How the universe came to be what it is now is a key philosophical question. The hypothesis that it came from nothing or śūnya (as proposed by Stephen Hawking, among others) proves to be dissembling, since the quantum vacuum can hardly be considered a void (śūnya). In modern science, it is generally assumed that matter existed before the universe came to be. Modern science hypothesizes that the manifestation of life on earth is nothing but a mere increment in the complexity (...) of matter – and hence is an outcome of evolution of matter (chemical evolution) following the Big Bang. After the manifestation of life, modern science believed that chemical evolution transformed itself into biological evolution, which then had caused the entire biodiversity on our planet. In the framework of materialism, the major attention is to find general organizational laws stimulated by physical sciences, ignoring the uniqueness of life. The main goal of materialism is to reduce consciousness to natural processes, which in turn can be translated into the language of math, physics, and chemistry. Following this approach, scientists have made several attempts to deny the living organism of its veracity as an immortal soul, in favor of genes, molecules, atoms, and so on. However, advancement in various fields of biology has repeatedly given rise to questions against such a denial and has supplied more and more evidence against the completely misleading ideological imposition that living entities are particular states of matter. In the recent past, however, the realization has arisen that cognitive nature of life at all levels has begun presenting significant challenges to the views of materialism in biology and has created a more receptive environment for the soul hypothesis (Shanta BN. Commun Integr Biol 8(5):e1085138, 2015). Therefore, instead of adjudicating different aprioristic claims, the development of an authentic theory of origin of life and universe needs both proper scientific knowledge and the appropriate tools of philosophical analysis of life. This talk will highlight the uniqueness of biological systems that offers a considerable challenge to the mainstream materialism and proposes the Vedāntic philosophical view as a viable alternative for development of a theory worthy of origin of life and universe. Bioethicists appearing in the media have been accused of "shooting from the hip" (Rachels, 1991). The criticism is sometimes justified. We identify some reasons our interactions with the press can have bad results and suggest remedies. In particular we describe a target (fostering better public dialogue), obstacles to hitting the target (such as intrinsic and accidental defects in our knowledge) and suggest some practical ways to surmont those obstacles (including seeking out ways to write or speak at length, rather than (...) in sound bites). We make use of our own research into the way journalists quote bioethicists. We end by suggesting that the profession as a whole look into this question more fully. (shrink)

Artificial intelligence (AI) is increasingly expected to disrupt the ordinary functioning of society. From how we fight wars or govern society, to how we work and play, and from how we create to how we teach and learn, there is almost no field of human activity which is believed to be entirely immune from the impact of this emerging technology. This poses a multifaceted problem when it comes to designing and understanding regulatory responses to AI. This article aims to: (i) (...) defend the need for a novel conceptual model for understanding the systemic legal disruption caused by new technologies such as AI; (ii) to situate this model in relation to preceding debates about the interaction of regulation with new technologies (particularly the ‘cyberlaw’ and ‘robolaw’ debates); and (iii) to set out a detailed model for understanding the legal disruption precipitated by AI, examining both pathways stemming from new affordances that can give rise to a regulatory ‘disruptive moment’, as well as the Legal Development, Displacement or Destruction that can ensue. The article proposes that this model of legal disruption can be broadly generalisable to understanding the legal effects and challenges of other emerging technologies. (shrink)

Theoretical arguments and empirical investigations indicate that a high proportion of published findings do not replicate and are likely false. The current position paper provides a broad perspective on scientific error, which may lead to replication failures. This broad perspective focuses on reform history and on opportunities for future reform. We organize our perspective along four main themes: institutional reform, methodological reform, statistical reform and publishing reform. For each theme, we illustrate potential errors by narrating the story of a fictional (...) researcher during the research cycle. We discuss future opportunities for reform. The resulting agenda provides a resource to usher in an era that is marked by a research culture that is less error-prone and a scientific publication landscape with fewer spurious findings. The main objective of this project is to provide acoustic assistance to the blind people and also deal with the problems faced by them to walk like the normal human beings. Thus the project aims to develop a device that would serve as a guiding assistance to them. The paper focuses on designing a device for visual impaired (or blind) people that would help them to travel independently and also with more ease. One of the biggest problem that the visual (...) impaired ones face is while travelling because when they walk in the indoors and outdoors they are not well aware of information about their location and orientation with respect to traffic and obstacles on their way unlike the normal beings. The technology proposed in the paper serves as a solution for visual impaired people. The project consists of smart shoe and smart cane (stick) that alerts visually impaired people over obstacles coming between their ways and could help them in walking with less collision. Though highly influential, both historically and in terms of recent social movements, anarchism is regularly dismissed. Anarchism: A Conceptual Approach is a welcome addition to this growing field, which is widely debated but poorly understood. Through engagement with key informants and review of ethical theories applicable to refugee policy, this paper examines the ethical and policy considerations that policy-level stakeholders believe should factor into setting the refugee resettlement ceiling. We find that the ceiling traditionally has been influenced by policy goals, underlying values, and practical considerations. These factors map onto several ethical approaches to resettlement. There is significant alignment between U.S. policy interests and ethical obligations toward refugees. We argue that the refugee ceiling should be (...) restored to historical norms, and that there exists a corresponding obligation to counter negative public perceptions about refugees and the costs of resettlement.
